Background
During the community outreach meetings leading to the preparation of the Puna Community Development Plan (Puna CDP), many residents expressed interest in various strategies to manage or abate the rapid development that is occurring in the region’s extensive, non-conforming subdivisions.  Some residents, especially in the more populated subdivisions, are interested in creating “village centers” to provide more convenient services for residents.
