From March through June 2015, the Draft CDP below was available for public review.

Two versions of the CDP are available: a shorter “clean” copy, and a longer version that includes brief explanations for each CDP strategy

The CDP includes an Executive Summary and a more detailed introductory section.  Public speak-outs were offered in April to visually introduce the CDP, and the speak-out posters and handouts are available online.

CDP Structure

Currently, the CDP is structured as outlined above. 

Chapter I, The Ka`u Community Development Plan, is the document that will eventually be adopted by ordinance by the County Council.  The intent is to keep the CDP as concise and accessible as possible, leaving supporting material and analysis elsewhere.

Chapters II, III, and IV are supplementary materials designed to expedite CDP implementation.

Materials in Chapters V1, V2, V3, and V4 of the appendix set the context for and provide the detailed analysis behind the body of the CDP.  Therefore, they were the first to be completed.  

Document Navigation Tips

Internal hyperlinks have been inserted to simplify navigation within documents.

Each document also has "Bookmarks," which can be seen by opening the Bookmark navigation pane in Adobe Acrobat Reader: View/ Navigation Panels/ Bookmarks.

After following an internal link, it is easy to return to the previous point in the document by using either the Bookmark navigation pane or the "Previous View" button, which can be added to the "Page Navigation" toolbar in Acrobat Reader.

  • Pāhala Community Center (928-3102):  with Nona Makuakane in the office, Monday through Thursday from 12 p.m. to 8 p.m., & Friday from 7:45 a.m. to 4:30 p.m.
  • Nāʻālehu Public Library (939-2442): behind the front desk, Monday & Wednesday from 9 a.m. to 5 p.m.; Tuesday & Thursday from 10 a.m. to 6 p.m.; & Friday, from 12 p.m. to 5 p.m.
  • Nāʻālehu Community Center (939-2510): with Richard Karasuda in the center office, Monday through Thursday, from 3 p.m. to 7 p.m. & on Friday, from 12:30 p.m. to 4:30 p.m.
  • Discovery Harbour Community Association Center (929-9576): Monday, Wednesday, & Friday, from 8 a.m. to 12 p.m.
  • Ocean View Community Association Center (939-7033): at the desk Monday through Friday, from 8 a.m. to 12 p.m.

Hard copies are also available in the Kona and Hilo Planning Department offices.
